  DoD Needs in Battlefield Forensics - Frequently Asked Questions

Q-1 Do you take the fingerprint with contact method (old method) or non-contact method (imaging)?

A-1 Assuming this question relates to the “Enhanced Ridge Details” topic, the fingerprint is taken using a contact method such as roller and ink.

Q-2 Can we spray chemical or polymer to enhance the pringerprint (sic) image?

A-2 With respect to the "Enhanced Ridge Details" topic, the answer is yes.  With respect to the "Latent Print Detection" topic, the answer is no.

Q-3 In addition to the gun powder will you be also interested to detect other explosives at the battlefield?  Do you only need the spectrum of the gun powder to tell you what kind gun powder is or need image even material collection?

A-3 The topic “Detecting-Analyzing Gunshot Residue” is not related to the general detection of explosives.  This particular solicitation is focused on definitively detecting gunshot residue.  “Definitively” means we need to know with great confidence that the suspect actually fired a weapon (or not).  Situations such as handling or being in contact with a recently fired weapon, or being in the vicinity when a weapon was fired, or any other situation that may produce false positive indication of firing a weapon are to be eliminated.  The technical approach and practical method(s) employed to solve this problem are at the discretion of the submitter.

Q-4 Do you need to wirelessly send the data/images to the rear station?

A-4 None of the posted topics includes a requirement to send data/images wirelessly.  You may however, include that capability in your submitted idea.

Q-5 Besides we could not find the detailed RFP and the proposal format from the DoD web, can you email to us?

A-5 The first step is to submit your ideas for solutions at the Defensesolutions.gov website using the electronic form provided.  If your idea is selected for further pursuit, you will be asked to submit a proposal.  Detailed instructions and the proposal format will be provided to you at that time.  If your idea is not selected, we will inform you and no proposal is required.

Q-6. Is the idea here to detect the presence of a fingerprint on a surface only and say 'Yes, there is a fingerprint here' or 'No there is no fingerprint here'?

Q-8. If not any of the above, can you give me a little bigger explanation of
what we are trying to accomplish here.

A-6, 7, & 8:  The desired capability is to be able to visualize the latent prints in a manner that allows for capture of an image or photograph of the latent fingerprint without using chemical processing or traditional methods such as dusting and superglue fuming which may be destructive and are time consuming.

Q-9. What is an expeditionary laboratory ?

A-9 .  An expeditionary laboratory is a laboratory operating in a harsh or remote environment, possibly in wartime or during operations other than war.  An expeditionary laboratory may be small, rudimentary, and may not have all standardized laboratory equipment (such as fuming hoods, chemical processing areas etc.)
